COMMENTS

The Louisville Urban League opposes HB2 as it will take public tax dollars to fund private schools. We believe the answer to improving education is properly funding and resourcing public schools that are accessible to all. We will continue to speak out against bills that continue to put barriers in education. The Louisville Urban League is opposed to any measure that would openly allow discrimination. We applauded the efforts of Greg Fischer''s administration and Louisville Metro Council when the anti-discrimination ordinance was signed into law in 2020 prohibiting landlords from discrimination practices against individuals who receive federal funding or any other financial subsidy. Our housing landscape in Louisville and other cities is facing a crisis. Affordable housing options are dwindling and the need for renter protection should be a priority. Housing legislation should create legal protections and fewer barriers for those who are vulnerable in our urban cities and rural counties.

The Louisville Urban League vehemently opposes House Bill 136 (HB 136),
which threatens to shield industrial companies, particularly in
Louisville's Rubbertown corridor, from penalties for self-reported air
pollution violations. Sponsored by Rep. Jared Bauman, associated with
Lubrizol, a chemical plant in the area, the bill provides a loophole for
companies to evade accountability for violations. If passed, HB 136
could exacerbate the already critical air quality issues in Louisville,
impacting communities, especially in the West and South ends, where a
higher percentage of Black residents reside. The bill's potential
consequences include increased health risks such as cancer, asthma,
organ damage, and reduced life expectancy. The Louisville Urban League
urges supporters to call the legislative hotline at 1-800-372-7181,
urging legislators to reject HB 136 and protect the well-being of our
communities.

LUL opposes HB 367, a regressive piece of legislation that seeks to undermine public benefits, particularly the Supplemental Nutrition Assistance Program (SNAP). This bill takes a decidedly negative and restrictive approach by preventing the Cabinet from increasing eligibility standards for SNAP, unless mandated by federal law. By imposing limitations on noncash benefits and exemption from eligibility standards, the proposed legislation threatens to increase the challenges faced by individuals in need. Furthermore, the bill introduces complex and burdensome intervals and agencies for reviewing and tracking information related to Medicaid and SNAP enrollees, creating unnecessary bureaucratic obstacles. The provision restricting the waiver of work requirements without explicit authorization from the General Assembly adds an additional layer of rigidity to the proposed measures. LUL firmly opposes this legislation, recognizing its potential to limit access to essential public assistance and hinder the well-being of those who rely on these vital programs.
